why is it important for Emergency Managers to be flexible.

Chapter 11 discusses 11 additional case studies.  One of those case studies is “The benefits of keeping a small footprint when stepping out of your lane” (page 262).  The lessons learned is that an Emergency Manager effective by a disaster must be flexible.
