Assignment #3 Capstone Paper (Final Paper): Scholars should chronicle the evolution of
schooling in the USA by articulating the educational and social realities of schooling from
the 17th century through the 21st century. Use the following questions to guide your paper.
e.g. Who were the oligarchs in the 17tthcentury? Who are they now? How do oligarchs
influence educational policy? For whom were schools in America first intended? When,
why, and how, did American schools become more inclusive? Compare and contrast the
educational roles of state and federal government. What is the role of the U.S. Department
of Education? What is the role and responsibility of the Secretary of Education? List several
educational policies that addressed equity issues and name the presidents who signed those
legislative acts. Basically what was covered in assignments #1 and #2
After an analysis of the history of schooling in America, scholars should argue their
position on the following question: Is the educational system in the USA adequately
preparing its youth for success in a 21st century global community? Consideration
must be given to performance on SATs, and the international PISA assessments. You
must provide evidence to support you argument.
