To respond to crime in Texas, should the state decriminalize certain behavior, reduce sentence lengths, invest in crime prevention (such as drug and alcohol rehabilitation), or build more prisons?

Assignment Requirements
Imagine that you are a sophomore at Premier College, living in Room 203, Graham Dormitory complex, 1212, University Road, Metropolis, West Virginia. The college requires you to maintain current medical and vaccination records as proof of your physical health. Over the past few months, you have not been well due to increased amounts of academic pressure. Also, your parents recently separated, and you found yourself unable to concentrate in class or sleep well at night. You went to the student medical center and requested some medicines to help you sleep. After consulting with the staff doctor, you were issued a prescriiption for the treatment of depression.
On your second day of the class, your professor tells you that he too comes from a divided family and had to take medicine to help him cope with the situation. You ask him how he knew about your situation, and he replied that all student medical records were available to every instructor and staff member at Premier College, regardless of whether they are one of your instructors or not. Hearing this, you are highly dejected and feel that your privacy rights have been violated.
You somehow wind up all your discussions with the instructor and rush towards your room. You have a sleepless night and you decide that the first thing you will do in the morning is to fight for your privacy. After researching for half a day, you learn that filing a privacy or security complaint to the OCR had been a tedious process before July 2009. You arrange for a meeting with a professional named Alex, who files such complaints.
The next morning, you visit Alex and before anything else, you ask him to explain the new regulation for filing a privacy or security complaint. Alex narrates that on July 27, 2009, the Secretary of Health and Human Services (HHS) delegated to the Director of OCR the authority to administer and enforce the HIPAA Security Rule. He explains that this action improved HHS’ ability to protect individuals’ health information by combining the authority for administration and enforcement of federal standards for health information privacy and security. Those standards are outlined in the HIPAA legislation. Alex also emphasized the fact that with the new regulation, the process of filing a privacy or security complaint has become simpler and more effective.
After hearing all this, you say goodbye to Alex and decide to file the complaint by yourself. A major reason for this is your limited financial means. You start filling out the form and realize that certain sections need clarity. Ignoring all these facts, you decide to continue filling out the form. As you fill out the form, you start getting interested in the whole process of filing a complaint. To ensure that what you are doing is right, you decide to find someone to validate your work. After pondering for a while, you think of your Uncle Samuel, who is working as a legal advisor with a well-known law firm. You write to Uncle Samuel describing all that has happened and you send him the complaint form. You share with your uncle that you would be interested in understanding the entire process.
Uncle Samuel assigns you the following tasks before he helps you understand the process:
1. Identify the early iterations of the HIPAA act and how the law has been modified to facilitate easier access to consumer complaints and enforcement.
2. Identify specific sections of the form that need critical attention while filing the complaint
3. Analyze the situations that one gets into if the critical sections are not well identified.
4. Draft a brief summary, collating all your findings for your uncle’s review.
Submission Instructions:

write a literature review on this topic. The outline is as follows:
1. When was “smart sanctioning” first studied? What aspects have been studied?
2. Many recent studies have assessed the impact of sanctions in terms of GDP losses and other macro-indicators through macro-economic models. However, these are less appropriate now because sanctions are no longer on the entire economy, but are targeted at a particular industry or firm.
3. There are also theoretical modeling studies. What methods have been used and what conclusions have been drawn. Many of these studies use game theory to analyze, through abstract models, the effects of sanctions on the home country and on the target country.
4. There is an ongoing academic debate about the effectiveness of sanctions, with some articles stating that sanctions are effective against the enemy country and others stating that they are not effective and harmful to the home country.
5. Summarize the existing articles on firm-level impacts, what methodologies they use, what conclusions they draw, and what can be learned from them. what are the limitations?

Explain the rationale and benefit of inspection and code enforcement policies and general fire safety provisions as methods of fire protection.

At the last city council meeting, the fire chief updated the council on the previous month’s fire statistics and initiatives. One of the major talking points was the number of resources (financial and physical) that the fire department put into fire prevention efforts across the division, including inspection and code enforcement, education, investigation, and engineering. The council asked the fire chief whether the money and effort was effective and whether the resources should be used in other areas of the department that have more impact on the safety of the community.
You are the fire marshal in your jurisdiction. The fire chief asks you to put together a report highlighting the impact and return on investment the fire prevention division has on the safety of the community. The chief has asked that you submit your report in writing so that it can be reviewed and discussed at the next staff meeting. With the current budget constraints, several members of the city council feel like there are more important areas and programs that need funding. If your report is approved, it will be presented at the next city council meeting.
Your plan should begin with a summary of the fire prevention division activities in your organization. If you do not work at a fire department, provide a summary of fire prevention activities as discussed in this course.
You should include the following elements in your paper.
Explain the rationale and benefit of inspection and code enforcement policies and general fire safety provisions as methods of fire protection.
Examine the interrelationship of regulatory practices in fire prevention by identifying how inspection and code enforcement activities tie into the success of public education programs, plans review, and fire investigations on community resilience.
Discuss the importance of general fire safety provisions for occupied buildings, including fire suppression systems, and characteristics of unsafe structures in your community.
Identify the short-term and long-term benefits to your community through investments, including the practice of fire-resistant materials.
Provide an overview of the fire prevention division and activities, including professional development process for code enforcement practitioners.
Provide some background demographics of your community related to the project (i.e., common occupancies, high call volume areas, types of calls, fire activity, etc.), including the building code development and modification process.
Identify benefits of inspection and code enforcement for the community and the organization versus the cost of performance.
Your response must be at least four pages in length. At least two references are required for this assignment, one must be from the CSU Online Library. The title and reference pages are not included in the page requirement. Adhere to APA Style when creating citations and references for this assignment.

Two or more of the theoretical concepts studied in this course to support your position. How you identify the students? readiness for learning in at least two developmental domains (cognitive, linguistic, social, emotional, and/or physical development).

Policy and decision makers do not always understand the development and educational needs of young children. It is the job of the early childhood educator to advocate for the resources required to meet the needs of all students. Early childhood educators should be ready to provide the information policy and decision makers need to determine the value of differentiated early childhood education programs.
