Many law enforcement agencies are facing an increasingly problematic shortage of police officers due to management difficulties that have been worsened by the existing police subculture, politics, power struggles, and organizational conflicts.
Problems at the CVPD
You are a recruitment officer at the Centervale Police Department (CVPD). There is a new problem being faced by your police department and those around the country. However, the problem seems to be more pronounced in the CVPD. There seems to be a huge difficulty in recruiting new officers. This is because there are very few applicants for the job and a large number of vacancies. This has never happened before.
It appears as though officers are reluctant to join the CVPD. LA has a high rate of crime and not enough staff to control the crime. The superintendent of the CVPD appointed a research team to find out why individuals were opposed to joining the CVPD. This is what the team found:
In an effort to restructure the police force, there is a sudden absence of well-defined roles. New members of the department are confused about the roles they are required to play. Most of the time, there is too much work pressure because they are required to perform functions beyond their expertise. Sometimes, there is no work at all. This causes low morale and low job satisfaction within the employees.
Another significant finding of the research done was that there is an abuse of power in the police force. Recent employees have reported that the sergeants tend to misuse the power they have. Not only do they expect the new employees to obey them blindly, but they also make unfair demands. For instance, three new police officers were put on night patrol duty for three months. During these three months, they were made to do 72 hour shifts on many occasions.
A very crucial finding was that the new employees who have joined the police force as part of the family tradition are disillusioned with the changes in policing. They are not prepared for the new attitude toward policing and the new policies that have developed.
For this assignment you are the recruitment officer in the Centervale Police Department (CVPD), you have been given the responsibility of helping CVPD solve the problem mentioned above. The empty positions in the department need to be filled as soon as possible. To do this, changes have to take place within the organization.
You have to come up with a plan to solve the problem. You need to conduct an analysis and present a report. Your analysis and conclusions should focus on solving the recruitment problems in the CVPD. Sandy Clark has worked for Healthy Meals Company for 10 years in a facility that cooks and packages prepared, frozen meals. Sandy is part of a crew that provides cleaning and sanitation services for the equipment used to prepare the meals. She has always sustained an excellent work record with no complaints about her work performance. She was recently assigned to the night shift to clean and sanitize the equipment used to mix and dispense sauce for the meals. The equipment consists primarily of a large vat and a rotating paddle with wooden blades driven by an electrical motor to continuously stir the sauce. After the meal preparation crew finishes production for the day shift, Sandy?s work begins cleaning and sanitizing the equipment for production the next day.
 
Sandy was trained to clean and sanitize the equipment by observing an experienced member of the sanitizing crew who had been performing the work for the past three years. During her training, she was instructed to use a high-pressure water hose, bleach, and sanitizing cleaner on the paddle blades and the lower part of the vat, then use a sponge pad to scrub the top part of the vat. Her trainer explained that the best way to get the wooden paddles thoroughly clean was to spray them while the machine was running, then turn off the equipment and lock it out before she used the sponge pad to clean the inside of the vat. After two days of training, she demonstrated to the person who trained her that she could satisfactorily perform all the duties of cleaning the equipment.
 
During her second week of working alone cleaning the vat and the wooden paddles of sauce residue, she was spraying the paddles using the high-pressure water hose while the machine was running with the paddles turning in the vat. While holding the sponge pad in one hand and holding the hose nozzle in the other hand, she finished spraying the moving paddles and accidently dropped the pad from her hand into the vat. She reached to grab the sponge pad as a reflex action and the fingertips of her rubber gloves were caught between the wall of the vat and the paddle. The paddle pulled her right hand further into the hopper up to her knuckles. Immediately, a nearby coworker turned off the equipment and freed Sandy?s hand. Fortunately, she suffered only minor injuries to her hand. She later stated that she reacted to reach for the pad and catch it to avoid damage to the equipment. After an investigation was conducted by a safety inspector, the company?s management stated that Sandy did not follow the proper procedure for cleaning the equipment by first unplugging the power cord for the motor then locking out the electrical source to assure that no one started the motor. This procedure was to be followed before any cleaning of the equipment was started.

He also recalled hearing sobbing, which was probably coming from other enslaved Africans who were also experiencing discomfort on the slave ship due to the crowded and terrible conditions. So, many African slaves who were made to travel the Middle Passage would have gone through extreme physical and mental pain. They were captured from their homes and families, sometimes through violent means, and held heartlessly for weeks or months at a time on slave ships (“A Journey in Chains”). How did this horror happen and why?

To farm the land and collect resources like gold and silver, these settlements needed a lot of employees. At the same time, the slave trade gave European traders and merchants a profitable source of cash. The forced trade of enslaved individuals for valuable goods was the result of the political and economic conditions of the era, which were defined by European colonization and the insatiable demand for cheap labor in the New World. However, this trade was not a mere transactional exchange of goods, but a grotesque manifestation of the brutal subjugation and exploitation of vulnerable populations. During the Middle Passage, enslaved individuals suffered horrendous conditions, including overcrowded and unsanitary living quarters, deprivation of food and water, and rampant diseases. Many perished during the voyage, while those who survived were subjected to a lifetime of forced labor, physical and emotional abuse, and profound degradation[1]. The enduring legacy of the Middle Passage echoes to this day, as countless individuals and communities grapple with the long-term effects of slavery and colonialism. It serves as a poignant reminder of the atrocities that can arise from systems of oppression and highlights the urgent need to pursue justice and equity for all people. European slave traders started capturing and bringing vast numbers of Africans from the west coast of Africa to the Americas to supply the demand for labor in those regions. Typically, these captive Africans were sold into slavery by other Africans to European traders in return for products like wine, textiles, and guns[2]. To convey enslaved Africans to the Americas across the Atlantic, slave ships were created. The ships were designed to carry as many enslaved Africans as possible while keeping expenses low and insuring the worker?s and cargo’s protection. Enslaved  Africans were frequently packed into cramped, filthy quarters aboard slave ships, where the crew would physically assault and mistreat them (Lehrman). Besides disrupting the age-old trade networks connecting African nations, the transatlantic slave trade caused unemployment and a loss of wealth[1]. In order to promote the growth of European businesses, Africa’s natural resources were stolen from the continent and transported to the Americas, which resulted in the development of an economic system based on the exploitation of African labor and resources. The long-term effects of exploitation of Africa’s natural resources on its economic growth ultimately led to the continent’s stagnation and poverty. The utilization of the Brooke?s slave ship diagram as a tool for abolitionist promotion marked a pivotal moment in the movement to abolish the transatlantic slave trade. This vivid depiction of 454 enslaved Africans crammed into the hold of a single ship served to evoke public outrage towards the inhumane practice of the slave trade[2]. Slave traders maintained detailed written records, known as remarks of slave exchanges, which documented the physical characteristics of each enslaved individual, including age, height, weight, skin tone, and any distinguishing marks or scars. These remarks played a critical role in the slave trade by determining the value of each slave and facilitating the matching of slaves with prospective buyers based on their abilities or attributes. The transatlantic slave trade had a profound and enduring impact on African communities.
