Chomy was brought in by ambulance to the A&E after taking an impulsive overdose of 150mg paroxetine and 250mg of quetiapine, following multiple mental and social stressors. She is known to Mental health services with a history of psychotic depression and emotionally unstable personality disorder (EUPD). She was struggling to cope following her father’s death, who was her protective factor and she break-up of an online relationship recently, the termination of the home visit with her two young children, and the problem with her house utilities and outstanding repairs. She was experiencing poor sleep, poor appetite, self-neglect, and a lack of motivation to attend to Activities of Daily Living (ADL). She reported feelings of loneliness and isolation, and she does not know how she feels about the overdose or surviving the suicide attempt. The psychiatric liaison service (PLS) referral document suggested that due to her lack of social support and the interaction between her mental health illnesses and excess alcohol intake, Chomy was referred to the crisis resolution and home treatment teams (CRHT) for follow-up in the community to manage her current risks and with the view to refer onwards to the community mental health teams (CMHT), Triage, Assessment and Brief Intervention (TABI), Path 2 Recovery (P2R), and Wellbeing Service for, psychological therapies once stability has been achieved.

Scenario The Village Hall Slaugham Parish Council (SPC), the parish council for Slaugham village in Mid-Sussex in the south of England, has applied for and received a grant from central government to build a community centre to serve the population of the town and surrounding rural area. You have been employed as a consultant to SPC, acting as their specialist on matters of planning, building regulations and management of health and safety. Site and Context SPC already owns the land on which the community centre will be sited; thus it is publicly-owned property. The location already has an established sports/recreation field which originally included a sport’s pavilion, however, the pavilion was demolished due to structural safety concerns. The site is just north of an area zoned as Green Belt at present. While this is not an immediate problem, MidSussex local council could use this area for housing and locate the community centre elsewhere. The Mid-Sussex local council Planning Department has also indicated that the proposed development should address the government’s National Planning Policy Framework (NPPF). Proposed Design The proposed community centre design is a single-storey building, designed to fulfil several functions needed by the people in the community it serves. The report shall include the following: a. A detailed review of the Village Hall proposal in regards to ‘Means of Escape’ and exiting requirements related to fire safety. This is to ease the client’s concerns over Building Regulation compliance with fire safety measures and should clarify if an appropriate ‘means of escape’ is provided or if adjustments are needed. This review should include discussion of these items from Approved Document B, Volume 2: i. the number of ‘exits’ likely required and the number of appropriate ‘exits’ provided. ii. the required maximum distance to those exits in comparison to the actual exiting distance provided for each. iii. identification of any potential ‘Dead-End Corridors’ that may require modification in design. iv. a basic plan drawing of the ground floor of the building with escape paths / distances shown from key occupied spaces. © University College of Estate Management 2021 Page 4 of 10 b. Scenario You are a Chartered Surveyor, working in a multi-disciplinary company with other real estate and building surveyors. Castle Limited occupy a self-contained office building in a City Centre in the North East of England. The premises are held on a 15-year internal repairing and insuring lease from 29 September 2006 at a current rental of £35,000 per annum. The lease is subject to five-year upward only rent reviews, and contains a tenant’s option to break after five and ten years of the term on giving at least six months written notice. The rent review clause states that the revised rent shall be the ‘open market rental value as at the rent review date on the assumption that the premises are let with vacant possession and otherwise on the same terms and conditions as the lease hereby granted save for those provisions as to rent’. In order to initiate the rent review, the landlord is to serve notice on the tenant ‘no later than three months prior to the rent review date’ specifying the proposed rental which is thereafter to be agreed ‘in writing between the parties’ and, in the absence of agreement ‘to be determined by a third party (acting as an Expert) appointed by the Royal Institution of Chartered Surveyors’. During the former lease, Castle carried out substantial improvements to the premises with their landlord’s consent. These improvements have undoubtedly increased the rental value of the premises.
