make the case that the city must consider moving to a modern ERP to automate common business processes of modern city governments.
Short essay:

  1. You have accepted the position of City Administrator of a small to mid-size city. You now discover that the city is running on a variety of old “stovepipe” applications. It keeps its books using Microsoft Excel. As a result the business processes of the city are cumbersome. When you ask about them, city employees often explain, “we have always done it that way.” The IT director has been there for 30 years and does not see a problem. You talk with the mayor and she is open to your concerns and realizes that this is the 21st Century. But she does not want to take the political “heat” to advocated for costly IT upgrades. You want to make the case that the city must consider moving to a modern ERP to automate common business processes of modern city governments. You face trying to sell your “progressive” idea to the elected members of the city council. The council members see this as, “an administrative thing.” You are not getting any support among city employees. You need support from the mayor and elected council members. You are on the agenda for the meeting next week. You are willing to sacrifice your new job for this, if necessary.

Write out in detail what you plan to say to them.
