Military Decision Making Process (MDMP) History

As the Schlieffen plan was being developed and the world drew closer to World War I, the US Army lacked published staff doctrine. The 1910 publication, Regulations for Field Maneuvers, did not include a description of staff processes; a 1914 field service regulation (FSR) mentioned the need for a commander and staff estimating process but did not describe one. Following World War I, the 1924 version of the FSR included doctrinal formatted orders with required annexes, maps and tables. Still, the FSR stated only that leaders should first make an estimate of the situation, culminating in a decision upon a definite plan of action. No procedural steps were provided to explain this process. In 1932 the Staff Officer Field Manual compiled principles, information and data to be used as a guide for the operation of staffs of all units and territorial commands, in peace and war, rather than a set of rules and regulations to be rigidly and blindly followed. The manual provided a comprehensive command and staff doctrine on which modern procedures are based. Orders formats were more detailed than in the 1924 FSR, and explanations of staff functions and the commander’s estimate were more complete.

Identify some of John Wolford’s stressors. Which ones in his job do you think are challenge stressors, and which ones are hindrance stressors (terms from textbook)?

“John Wolford” Case Study Instructions

Please include the following in your case study summary.

1. Briefly summarize the case (approximately half a page).

2. Answer the following questions in the remainder of your paper:

a. Identify some of John Wolford’s stressors. Which ones in his job do you think are challenge stressors, and which ones are hindrance stressors (terms from textbook)?

b. Do you think John manages stress well? What techniques could he use (refer to your textbook) to reduce stress?

c. How would you describe John’s work-life balance?

propose a health policy change (that is currently a bill, a law, or may not exist at all) at the state or federal level that you believe needs to change and why.

The IOM Future of Nursing report calls for an increase in leadership from nurses at all levels. One way nurses demonstrate their role as a leader, is through public policy change. A leader does not always carry an official title or position, but demonstrates leadership through the work and the stance he/she takes to make a change for the good of others. Nurses have been noted by the Gallop poll year after year as the most trusted professionals.

This assignment requires thought about a public policy that is needed or needs to be changed that relates to nursing, healthcare, and/or the public. Policy changes can occur by working with members of your legislature, and state or national nurses associations, to introduce a new bill and/or change to a current law in your state or federal government.

Examples of public policy includes any component of the current legislation governing health care, Medicare part D, Medicaid, nursing regulation, medication technicians, etc.

propose a health policy change (that is currently a bill, a law, or may not exist at all) at the state or federal level that you believe needs to change and why.

The policy must NOT be a clinical care policy for individual care. The policy involved may include public or community health, legislative or regulatory, professional organization (nursing-oriented), advanced nursing practice, health plan, or hospital plan.
Include a specific section for the exact wording for the bill or change in wording of the law.
Include the plan for the implementation of your policy development, to lobbying for passage, to next steps after passage.
Discuss who would be the champion for the bill/law change from your state advocates (legislators, federal legislators, local or national state nursing organizations). Are these individuals also influential in making changes occur? Did you vote for the individual in office that you want to help you make this change?

Do you feel that scientists should be cut out of the policy making process, particularly on environmental issues, when their research is proven and widely accepted and is being ignored and disputed? Politicians ultimately make the decisions, but shouldn’t the scientists have a voice?

Each week throughout this course you will explore both sides of an environmental controversy. This week you look at the issue of science and politics. Review the background information. Then, using the References along with resources from your own research, write a 1-2 page response to the questions that follow. Remember to cite your sources using proper APA format.
Background Information
Today there are many complaints over the politicization of science. Many people believe politics should not play a role in science, but once government funds science, the funding decisions become political. In most social institutions, disagreements are settled by debate. Science in contrast, uses experiments to prove or disprove theories. Science is testable, and is self-proving. If a better explanation for a phenomenon is found, it will replace other explanations. This is why careful distinctions must be made between Frontier Science, Consensus Science, and Junk Science.

Many difficult controversies surround the environmental problems we face in the world today. Problems include: Air and water pollution, global warming, species and ecosystem biodiversity, energy, hazardous waste, population, and food supply issues. Politics control the financing of scientific research and development to help solve these issues. In politics passion wins over logic.

Science is not politics and cannot be debated in the same way politics are. Mixing politics with science produces bad science. Government efforts to fund research interfere with the maintenance of high scientific standards. The current Congress consists of 535 members. Of these members, 7 (1.3%), are scientists, and 21 others are healthcare professionals.

Consider the equation for calculating indirect rates – Rate (R) = Expense Pool (P) ÷ Allocation Base (B), R=P/B, you learned in a prior pricing course. A contractor is proposing an engineering overhead rate of 175% using an allocation base of $145M in direct engineering labor cost (dollars). We want to find out the amount of engineering overhead expense pool that the contractor is contemplating.
Our formula R=P÷B is set up to solve for Rate (R), but we want to solve for the Pool (P)!
ANSWER CHOICES
Subtract both sides of the equality by B.
Add B to both sides of the equality.
Divide both sides of the equality by B.
Multiply both sides of the equality by B
Consider the equation for calculating indirect rates – Rate (R) = Expense Pool (P) ÷ Allocation Base (B), R=P/B, you learned in a prior pricing course. A contractor is proposing an engineering overhead rate of 175% using an allocation base of $145M in direct engineering labor cost (dollars). We want to find out the amount of engineering overhead expense pool that the contractor is contemplating. What is the amount of engineering overhead in millions of dollars ($M) the contractor should be contemplating?
Consider the Learning Curve, Unit Formulation, formula: YX = A(X)B, where YX is the cost of Unit “X”, A represents the cost of the first production unit, X is the unit’s number (serial) since the start of production, and B is an exponent corresponding to the Learning Curve percentage. You have been asked to estimate the cost of the 26th unit (Y26) on an 80% Learning Curve where B = -0.321928. You have been told that data does not exist regarding the cost of the first unit (A), but it is known that the 25th unit (Y25) cost $7,500 to produce on this same 80% curve.
The basic formula, YX = A(X)B, set up to solve for the 26th unit, becomes Y26 = A(26)-0.321928. You immediately find you first REALLY need the value for A. But the general equation is set up to solve for YX, not A; and the A on the right side of the equality is being multiplied by (X)B. Do you recall how to rearrange any formula to solve for another variable? In this case, to undo the multiplication on the right side of the equality, would you (add, subtract, multiply, or divide) both sides by XB to find an equation that solves for A? Once you have rearranged this formula to solve for A, also recall you have been given the cost of another unit (the cost of the 25th unit, Y25=$7,500). Using this information you should next be able to solve for A, and then solve for the cost of the 26th unit.
With these additional instructions, what is your estimate, rounded to whole dollars, for the cost of the 26th unit on an 80% curve, where B=-0.321928, and the cost of the 25th unit is $7,500?
Given a series of values, the “central tendency” of the data can be described by the:

Mean, variance, and standard deviation.
Mean, median, and mode.
Median, absolute deviation, and the MAD.
Variance, standard deviation, and coefficient of variation.
Consider this series of historically observed prices properly normalized for quantity and economics, ranked from smallest to largest: $100; $100; $104; $110; $120; and $132. In the following order, what are the values for the mean, median, and mode?
$100; $107; $111.
$107; $100; $100.
$111; $107; $100.
$100; $100; $107.
There are various measures used to describe the variability or dispersion in a data series. What is the range of the following prices: $100; $100; $104; $110; $120; and $132?
What is the variance for the following prices: $100; $100; $104; $110; $120; and $132?
What is the standard deviation for the following prices: $100; $100; $104; $110; $120; and $132? (Round your answer to two decimal places.)
What is the coefficient of variation (CV) for the following prices: $100; $100; $104; $110; $120; and $132? (Enter your answer as a percentage, without the percentage symbol, and rounded to two decimal places.)
Consider yourself to be an estimator working for a contractor. You are informed that your fixed cost is $1.2M, variable cost is $0.125M/unit, and projected sales/production is 120 units. Assuming sales of all 120 units, what is the minimum price per unit you can charge without suffering a loss (i.e. that price where you would break even to cover your total cost and not make any profit)? (Round and express in whole dollars, not millions, using the $ sign.)
Consider yourself to be a buyer. The contractor is reluctant to bear the expense of producing (or making up) detailed data. They have, however, submitted their total cost to produce 120 units last year was $20M, and the year before their total cost to produce 100 units was $17.5M. What is the contractor’s fixed cost? (Express in dollars million, using the $ sign and a capital “M”, rounding to three decimal places – e.g. $6.275M.)

Create 10-12 Power Point Slides that summarize the security policies you are recommending be implemented based upon the case study. You are to select at least 2 key policies and include: Your rationale for selection Name of Policy Organizational issues addressed Training requirements Communication plans.

write notes for each concept that explain its meaning, its use, and any other relevant information you believe to be fundamentally important to that concept.

Annotated note taking is a very useful strategy for learning new concepts. Annotated note taking is a more active form of learning than simply reading and highlighting. It also adds a more personalized element to learning by allowing a person to monitor his or her comprehension. Annotated notes are also helpful for quick review at some later point in time.

The concepts and techniques you are learning in this course are fundamental building blocks upon which a solid career as an industrial/organizational (I/O) professional can be developed. For this assignment, you will write detailed notes that should help you cement these concepts during this initial learning stage and provide a very useful resource for you to draw upon throughout your program of study and beyond graduation too.

The eight concepts for your annotated note-taking assignment are:

The scientific method
A research question
Hypothesis statements
Validity
Reliability
Sample
Qualitative research
Quantitative research
Tasks:

You are to write notes for each concept that explain its meaning, its use, and any other relevant information you believe to be fundamentally important to that concept. If you have any uncertainty related to a concept, you should include that in your notes. You are not allowed to use direct quotations for this assignment. You must paraphrase or, in other words, use your own words to describe and explain the concepts. This contributes to deeper learning and more meaningful notes for your later use.
You are to define each concept and provide at least two important items of relevant information associated with each concept.
Organize your notes by using each concept as a heading. Then, write a paragraph or two for each concept.
