The handbook on pages 1 to 13 describes the guidelines for writing a research proposal, and from page 14 to the end, the guidelines for writing a research project are described. You have to follow the guidelines from page 14, there is a description of what must include a research project step by step (spacing, font, etc.). A counter-argument section for this paper should explain what the opposition believes, and it is the opposite of the opinion you are arguing in your paper.
