Assignment: Executive Briefing Memorandum:

The U.S. Ambassador to Haiti has agreed to participate in a national press conference on: “The Impact of Hurricane Matthew and the International Response to Haiti’s Near and Medium-Term Needs”. The press conference will be held in Port au Prince on October 6, 2016. The Ambassador will present a 10- minute speech on the general situation in country, review present U.S. health development assistance, and, comment on the potential emergency assistance from the United States in the immediate and medium terms regarding support for the nation at large, and those populations most severely affected.

As the USAID Health Officer, you have been asked by the U.S. Ambassador to prepare a 1 1?2 page, single- spaced, briefing memorandum on the future U.S. response to the Hurricane Matthew, and recommend specific actions for U.S. support in the immediate and medium terms. The Embassy anticipates that the Haitian and International press corps will be attending the conference. You must present the final memorandum to the Ambassador, the Deputy Chief of Mission, and Embassy Press Officer on October 5th, by 0900h.

The Memorandum should succinctly, but comprehensively address the following four points:
<
• Outline the Extent of the Present Crisis;
<
• Describe the Present (at the time of Hurricane Matthew) U.S. HEALTH Assistance Portfolio in Haiti, including a description of major health activities and budget(s);
<
• Enunciate the Potential Health Problems and Needs Associated with the Damage; and,
<
• Three to four practical recommendations on what the United States Government, through USAID and other U.S. Government Agencies, should support in the immediate and medium terms (i.e. the next 3 months and next twelve months respectively) to mitigate the adverse health impacts of Hurricane Matthew and potential health consequences.

The memorandum must be in Executive Memo format and include bulleted paragraphs on the general headings mentioned above (See lecture #1). As noted, the memorandum itself must not exceed 11?2 single-spaced pages (graphs and charts are encouraged as the Ambassador likes the “news in simple English” and can be in addition to the 1 1?2 pages).
