What previous reform efforts (i.e. bills that failed to pass) should the reader be aware of?
In sum, why does a public policy debate persist despite prior efforts?
Mapping the Policy Debate
This section is a comparative introduction to different policy positions on your topic and how different institutions and interests align. You should complete the following tasks and questions:
Introduce (label) the main policy camps on each side of the debate.
What are the specific policy goals and describe the desired social outcomes for each camp?
Be clear in stating how each policy camp differs on the question of what the proper role of government should be in response to this problematic situation.
Policy Recommendation
The policy recommendation section should answer the following questions:
What policy or policies do you recommend the government adopt?
How does your position compare to competing policy camps you evaluate in the policy mapping section? Does your position align with one of the policy camps?
What is your reasoning for selecting your position as opposed to other alternatives?
What arguments might you anticipate in opposition to your recommendation and how do you respond?
